I have seen people making 'show leashes' with single strands of 550, most of the leashes I make with 550 are either 4 or 8 strand braids. The bigger PPM rope means you can use a single strand of it rather than having to braid a bunch of 550 together. Have a look at Paracord.eu they have a bunch of different PPM thicknesses and it does come in some really cool patterns too.
If you're purchasing the the rope in the US, measurements will be in inches so I think the closest size to 10mm will be 3/8 in. (10 mm = .394 inches & 3/8 = .375).

Hey! Just a little tip! If you superglue the rope AFTER you see it together it makes it 1000 times easier!
if you don't have those fancy metal ends you can use heat shrink tubing! little glue, slip it over and hit it with the heat gun

Ppm rope is stain resistant and not poisonis like paracord

If your dog pulls i will say no. You need a heavy duty leash for a dog that size.
I have exidental boud that ppm rope instead of paracord and i can pull myself up so i say yes
