That is a good question. It is because of the hydrogen bonding. Adenine and thymine can form a more comfortable hydrogen bonding than Adenine and cytosine. Theoretically, we can make Adenine and cytosine to create hydrogen bonds. Still, it is energetically not favourable (meaning more energy needs to be provided to form AC hydrogen bonds), but on the other hand, AT hydrogen bonds are highly favourable. Also, GC can form three hydrogen bonds, so C prefers to go with G, as it is more stable and energetically favourable. I encourage you to learn about hydrogen bonding in DNA; that will help.
