The meme involves contrasting the ability to pause a tense moment in a cartoon with that of a rapidly escalating situation in real life that can't be paused. That's the joke of this meme. I suppose you could do the opposite and pause cartoons right before something extremely trite or mundane happened, and that too would provide the contrast necessary for it to actually be a joke.
