Was fun seeing Nsereko get exposed. The law is already existing. Why go out to 'strengthen' the law when the government has failed to enforce the existing one. Ssemakadde tells us those who the law pretends to want to care for have been neglected by the same law in the past. He gave the example of Desire Luzinda. He helps us understand that the law is here to protect the president and his family only and Nsereko is working for them. Ssemakadde is a brilliant chap. It was nice to see Nsereko get exposed. I share the same sentiments with counsel. We should be allowed to abuse these self-seeking politicians.

Nsereko is a legislator and it's his duty and role to table bills he deems fit for the day, MPs will debate the bill and either pass it or reject it. Democracy is a competition of ideas not war. Let the best ideas win. Others are free to pursue anti torture laws also. Nsereko is working for his electorate and it's the reason we voted him overwhelmingly.

The jurisprudence on free speech has already been established by mature democracies. There's nothing constructive Ugandan legislators or courts can add to the matter. People are free to express themselves without preemption or fear of punishment. The limitations on speech are limited to causing harm. Laws against defamation are already extant and sufficient. And incitement to commit crimes is also already against the law. Nsereko is mixing up issues.
I dont know why this was recommended to me here in kenya but mps cant try this here. even if they did, it would immediately be declared unconstitutional by the courts

However the problem is lack of credibility by the government or through its agents like Nsereko who have totally lost public trust!! I am so impressed with this presentation on "freedom of expression", that I will let friends listen to it, but it should be made available for a wider audience, being in a language that is well known by many. The only suggestion I have, is to remind the conductor to reduce interruptions whilst one is still making a point or ask to limit the answer length to allow others time to comment. I see this too often here in Italy, and now refuse to follow many public stations as a result of this uneducated behaviour. The point on Saudi Arabia meets my approval, having worked there for five and a half years. I could leave, due to the high temperatures, the windows of the parked car open, and a briefcase full of money inside, knowing that the deterrent is such to dissuade the majority of thefts, and for worse events, the loss of one's life.
the issue at hand is not about theft. Saudi Arabia is still one of the worst monarchs and therefore all the 'big men' are protected and its what democracy is against. Now when we have people like you that are equating theft to matters like human rights then we have a real big problem. The purpose of the law and is to rehabilitate human beings into useful citizens. At the core of democracy is the belief and HOPE that human beings can make mistakes but can change and become better people. I'm a Muslim but i believe shariah law greatly disregards this HOPE and positive outlook on humanity. That's why its brutal on petty crimes like theft which of course they enforce knowing that the 'big people' they are protecting wont be victims of such petty thefts. Now , my friend the question i ask you is how shariah law stands on the question of corruption and embezzlement of public funds. Its one thing cutting off my hand for stealing one phone while letting a prince like Bin Talal take billions of dollars of public money which would have helped the sick and the poor. When MBS wanted to 'stop' corruption he held wealthy princes in a 5 star "4 seasons hotel" until they agreed to give some billions back to the state. That's what i call stupidity and hypocrisy. One, was he really worried about corruption or it was a show of power (there was a below the radar power struggle if you don't know) or the need to have him get money to fund his programmes? one thing is for sure he wasn't really against corruption. 2.all the princes left with both hands while some 'average joe' gets their hand cut off for pickpocketing. I have already stated in other comments made, that humans are not all able to follow any religious teachings, as many say we are weak, therefore Mohammed understood this, and made the punishments a strong deterrent. I have read the Quran, and have found nothing I can object to. A good example that goes against your and my views of redemption, we have it in Christian USA, were murderers carry on murdering persons when they get out of prison, and thieves carry on stealing. The real issue here is a shift from some of the key aspects that defined African culture in the past to more modern and foreign taught principles. In traditional African society leaders were beyond reproach and criticism from the commoners. Therefore the older generation finds it shocking that people go online and viciously bad mouth our leaders whether speaking truthfully or not. This is a change that can't be avoided because we are constantly deviating from our traditions and we are rapidly absorbing foreign behaviour.

Does he want to tell us that since Uganda came into existence, the judicial system in this court country has not been able to prosecute people who have been offending others by falsely using their freedom? I would like to believe that we have all the laws to protect the rights of all Ugandans. What we need now is to advocate for the rule of law in this country.

As a lawyer, it's quite unfortunate that @isaac semakade lost his button. Legal practioners strongly respect their counterparts. It's right to stand clear on this, Uganda has the laws on the protection for human rights. The only problem is the enforcement. Uganda needs to develop a model on how to enforce out laws...
Semakade is right, some of our laws only protect a previledged class esp. the politicians. There are many insurgencies in country....ug. is a state with barbarians who lack respect for human rights.

I am so impressed with this presentation on "freedom of expression", that I will let friends listen to it, but it should be made available for a wider audience, being in a language that is well known by many.
The only suggestion I have, is to remind the conductor to reduce interruptions whilst one is still making a point or ask to limit the answer length to allow others time to comment. I see this too often here in Italy, and now refuse to follow many public stations as a result of this uneducated behaviour.
The point on Saudi Arabia meets my approval, having worked there for five and a half years. I could leave, due to the high temperatures, the windows of the parked car open, and a briefcase full of money inside, knowing that the deterrent is such to dissuade the majority of thefts, and for worse events, the loss of one's life.
I applaud them for controlling stealing but how about other virtuals such as respecting women or foreigners, other religious beliefs, etc
the issue at hand is not about theft. Saudi Arabia is still one of the worst monarchs and therefore all the 'big men' are protected and its what democracy is against. Now when we have people like you that are equating theft to matters like human rights then we have a real big problem. The purpose of the law and is to rehabilitate human beings into useful citizens. At the core of democracy is the belief and HOPE that human beings can make mistakes but can change and become better people. I'm a Muslim but i believe shariah law greatly disregards this HOPE and positive outlook on humanity. That's why its brutal on petty crimes like theft which of course they enforce knowing that the 'big people' they are protecting wont be victims of such petty thefts. Now , my friend the question i ask you is how shariah law stands on the question of corruption and embezzlement of public funds. Its one thing cutting off my hand for stealing one phone while letting a prince like Bin Talal take billions of dollars of public money which would have helped the sick and the poor. When MBS wanted to 'stop' corruption he held wealthy princes in a 5 star "4 seasons hotel" until they agreed to give some billions back to the state. That's what i call stupidity and hypocrisy. One, was he really worried about corruption or it was a show of power (there was a below the radar power struggle if you don't know) or the need to have him get money to fund his programmes? one thing is for sure he wasn't really against corruption. 2.all the princes left with both hands while some 'average joe' gets their hand cut off for pickpocketing. Isn't this highly selective as a law? And people like you always miss the point which is democracy aims at protecting the small people. Think my friend. Think.

I have already stated in other comments made, that humans are not all able to follow any religious teachings, as many say we are weak, therefore Mohammed understood this, and made the punishments a strong deterrent.
I have read the Quran, and have found nothing I can object to.
A good example that goes against your and my views of redemption, we have it in Christian USA, were murderers carry on murdering persons when they get out of prison, and thieves carry on stealing.

The real issue here is a shift from some of the key aspects that defined African culture in the past to more modern and foreign taught principles. In traditional African society leaders were beyond reproach and criticism from the commoners. Therefore the older generation finds it shocking that people go online and viciously bad mouth our leaders whether speaking truthfully or not. This is a change that can't be avoided because we are constantly deviating from our traditions and we are rapidly absorbing foreign behaviour.

Nsereko Muhamad is a lawyer who understands the freedom of speech. Does he want to tell us that since Uganda came into existence, the judicial system in this court country has not been able to prosecute people who have been offending others by falsely using their freedom? I would like to believe that we have all the laws to protect the rights of all Ugandans. What we need now is to advocate for the rule of law in this country.

As a lawyer, it's quite unfortunate that @isaac semakade lost his button. Legal practioners strongly respect their counterparts. It's right to stand clear on this, Uganda has the laws on the protection for human rights. The only problem is the enforcement. Uganda needs to develop a model on how to enforce out laws...
Semakade is right, some of our laws only protect a previledged class esp. the politicians. There are many insurgencies in country....ug. is a state with barbarians who lack respect for human rights.
