The quote in question is from the first Investigations game, which DOES have an official English translation in which Manfred says “I’ll consider it” when a 13-year-old Franziska asks if he’ll come to watch her debut.

I just wanted to say that I love Franziska so SO much. For some reason a lot of people don't understand her and see her only as a common mean prosecutor. But she is an amazing character! She deserves much more attention in the fandom. Amazing animatic!
