This settlement is so cute with Professor feels good who says FAR OUT!!! But he leaves after you start building and setting up your settlement. Of course...THERE is a mod...LOL so he doesn't leave, but if you are curious where he goes there is a video of where he ends up and you can find that on you tube...he ends up at some factory where they are made...never been to that location or I'd of probably seen him but in my last playthru I got the mod so he don't leave and got him stuck in my green house now since I put it in his path around the big building he goes around over and over...LOL
Btw the best setup to get bot food and adhesive is planting the same number of Corn, Mutfruit and Tato, i usually go 15 -15 -15 and get a total of 30 food. You can do that with 9 people.

Yes...there is a cool fishing station and Piers and docks mod I see you got at least I think you do...I didn't know Homemaker has boats but again, so many mods with things I certainly haven't looked at everything so it's good to know in that mod is boats.

Each settlement has a default max population of 10 settlers plus each point of Charisma the character has, which has a base max of 21 before factoring in extra charisma from armor and consumables (the theoretical limit could be much higher once power armor charisma increases are calculated). A radio beacon is generally required to attract more settlers, but one can send companions to settlements and can recruit a few non-companion characters to join, alternatively, settlers can be told to "move" from an already populated settlement."
Of course there is a mod for removing the limits of the settlement system...LOL
Yes, some mods can make the game crash around Diamond City...I don't know which one but I'm sure there is someone who has done the work to find the culprit mods that cause that. I just will fast travel with cheat terminal because the fast travel thru that mod works flawlessly and so I never will just walk to diamond city except the initial first time when you meet Piper. After that I will fast travel or find a different way to get to where I need to go outside of Diamond city. I suppose it would be helpful to research that for future playthrus and to avoid crashing and keep mods....LOL, I just work around it so I don't have to delete mods.
