And look at that schmuck with a fake profile.. completely insane, that UA-cam/google allows that first of all.

Especially cause it's always the same joke. Again, I'm not talking about the comments of the video specifically. Just saying that after a while maybe it comes off as annoying to some people, especially because most of the times those stereotypes you mentioned aren't used in a "wow you guys are cool!!" way, but just in a way to purposely annoy you or make the same joke with pizza or pasta. At least, this is based off my experiences. But hey, I'm glad you have this perspective about us! Thank you man.

Second off, if the fascist only went to war to "combat bolshevism" why did they attack countries like Poland, Denmark, Norway, France and so many more? And what about killing 6 million jewish people? That was also to combat bolshevism?
I don't see how the political arrests have nothing to do with this matter, but anyways, those numbers are usually very bold, due to people opposing to the government were taken care of by blackshirts rather than prision. Also, Mussolini was more lax on this issue than Hitler and, due to never managing as much conquered land as him, he never had to face that much resistance to occupation.
And about Churchill, I'll say to you the same I say to all of those people who accuse him of being racist or sexist. He was a Torie in the 1930s, of course he hated communism. But having two men agreeing on the same issue does not make them equal

Poland should have been with them. The whole war was a disaster. The Danzig problem could easily have been solved, when H*tler met with Józef Beck in January 1939, the proposals were favourable to both parties. Poland to respect the democratic decision of the citizens of Danzig to be re-united with Germany & Poland to be guaranteed free port access codified by a treaty.
From there, it all went wrong. Poles shouldn't have massacred Germans, they weren't about to tolerate another ' Selbstschutz' as self defence. Germany shouldn't have overreacted to such an extreme degree. The Polish government initially blamed Britain for souring the relationship, this was also dumb. Oswald Mosley was very clear that it was a small number of members of a certain tribe that had subverteed the British government into guaranteeing Poland.

If you're wondering, that hand gesture actually makes sense in that context, it has a very specific meaning and it's not weird nor extravagant at all.
I'll give you a couple of examples.
If someone's playing some really fine classical music or you're at a restaurant and a very nice dish is served to you, you can express how good it is by using that gesture. Just look at your friend, do it, and he'll know you're impressed by the food (or the music).
So yeah sometimes it expresses generic "good" but more often than not, it's more like "sophisticated","masterful". Okay?
That's also why it is often used in an ironic way. For example, if you're watching sports on the tv and a player does a really bad play, you can use that gesture to basically mock him, to mock his ""masterful"" play.
Last example: if you're at a formal dinner of some sort and someone behaves in a very improper and vulgar way, you can mock them with this gesture. In that case it would mean "look at this fine and well-mannered human being!" obviously in an ironic way.
So maybe you get the feel now. Mussolini is referring to THAT kind of "picturesque"
A country considered so irrelevant and useless that the only word foreigners could use to describe it was "picturesque", picturesque in a sophisticated, void and useless way (that's what the gesture is adding here)
then he proceeds to violently abuse the gesture to express the fact that he hates it, he hates the kind of picturesque which the gesture is expressing.
But yeah I guess from the outside that's nothing more than a crazy helicopter hand lol
And yeah don't get me wrong, this isn't some obscure review you'd get from an art critic. This is a popular and simple gesture everyone in Italy knows and uses, and explaining it is much more difficult than actually feeling it. You get it when you live the language.
There are hundreds of lost gestures old people use which would look alien to most people, but this is not at all one of them, it is still alive and well.
