Police officers don't like their number plates recorded. Yet when they are on duty their patrol car is fitted with an ANPR camera recording number plates of members of the public.
When we used to get stopped by the filth when we were young (a lot) and we called them mate we got the firm response "I'm not your mate" oh how the tables have turned.

Members of the public cannot report illegal number plates. DVLA won’t accept it. The police have it wrapped up because only they can report such matters.
