You can thank Haggar for getting Cody out of his funk. Haggar is now president, so before he left to become president he helped out Cody, someone he saw as a son.

Marlowe is Jessica under an alias and runs the city behind the scenes so she can be with her man without high risk of kidnapping(cody probably doesnt know).
Jessica is blonde last I checked and Marlowe is/was haggar's assistant
and also jessica around this time is studying in france......so unless something happened to make return VERY early or somehow something got rectonned jessica left cody cause of his constant street fighting.
He tricks his assistant into doing all the boring paperwork by showing her flattery and some sweet talk occasionally taking her on "work" dates

they kind of do by forgetting how many years would it take to actually do the things they have in their FLASHBACKS
