the reason for the 12v fan is because you overvolt it to 24, and that in turns causes it it spin faster then 24v version. those gdstime fans can handle the extra voltage. vzbot is all about performance. so you need the extra cooling for the speeds you plan to achieve.
Giving a brush-less DC fan twice its rated voltage is never a good idea, they have an IC inside them for controlling the motor winding pulses and a hall effect sensor. If you need a fan to spin faster, buy a better fan.

I know that, still would not recommend overvolting fan twice the nominal voltage
