Loctite 404 is amazing stuff for Rubber. I've used it a lot at my work for making O-Ring seals. Got some for a repair on my Timbersled track and it's held together for 2 seasons now.

The 404 sticks together almost instantly. Then I let it set up for 12-24 hrs. 50 degrees and above

I am not sure. I have only used this stuff and it is amazing. The paddles are still holding together
