Homeless is a broad term. Plenty of people in CA live out of their car. I work with a few people who clear 6 figures and CHOOSE to live out of campers to save money. They technically qualify as homeless since they do not have a physical address.

This type of behavior is not just about a few politicians or people in positions of authority, this is about a society as a whole that doesn't really care about its own citizens.
