To the hand of the Clocks, you might use Walls for the Hour hand and Shafts for the Minute hand.

for the clock tower, gold blocks or yellow wool, something with higher contrast
maybe granite + stairs for the angle
if you had the framed blocks mod for 1.18 you could just put gold or the yellow wool in a framed stair but not sure if you do
