- This is from an episode of the cartoon version of "The Mask" that I found a few weeks ago. Even though this is redubbed in Spanish, this was a cartoon that aired in America.
Now, keep in mind that despite what you are about to see, this WAS a children's cartoon - Комедії
One thing never changes about UA-cam, if you want something to stay up here, have the Spanish dub version.

In my country(Philippines) this episode was not banned. But it has an english dub. This is basically like the beauty and the beach episode of pokemon and other banned episodes on cartoon network

I didn't realize this was a spanish dub of The Mask. I thought for the first couple of seconds Mask was just messing around speaking spanish.

Initially, the scene looked like this. Peggy is taking a shower. She is captured by someone from behind (Pretorius' friends). And she is forced to run around the city until the Mask saves her. At the beginning of the episode, she called Stanley and asked for help. Therefore, the scene in front of the mayor was a climax.
She looked like this:
Mask, this is serious Pretorius attached Dynamite to me.
Dynamite, what nonsense. At this moment, she opens her coat. The mask is surprised, but does not lose its grip. In fact, the further scene echoes the main one. Unless, an explosion was planned in which no one died. Pretorius had the remote control. He lamented that he could not kill the Mask and everyone else. Cuando la Máscara detuvo a Cookie Babum en frente de la policía: la reacción de los policías es clásica de las caricaturas de WB y debo decir que es de las más nobles del repertorio... 😆

I know the movie was PG because it was for kids 8+, but this episode should have been censored or at least reanimated for America. Other countries would have blocked this episode or just censor it.
It was the 1990s and this was in syndication. Animation crew members back then were more outrageous. And if it makes you feel any better, Fox Family and some Cartoon Network channels do skip this episode. It has, however, been shown on Boomerang in America and overseas.
This would be better if she were with a dress with dynamites instead of using dynamites for covering thoose parts of the body
