The reason why she does not want to answer your inquiries is precisely because she has the right to do so and if she failed and did not answer you directly on your queries that is answerable by yes or no, then let that answer or manifestation of the Vice pres be put on record. Then it is up to you on how you appreciate the demeanor or the refusal to answer directly by the Vpres. It is correct when the Honorable congressman said that the query is answerable by yes or no. But unfortunately, we or the congress cannot force a proponent to answer directly. And if she refuse then appreciate it as if it is yes or no. Or if you deemed proper that she be cited in contempt then do so if warranted and if not then just respect her answer. Her silence or refusal to admit a given situation shall be put on record. That's it plain and simple. Then if based on the same answer over and over again, the committee will then make its conclusion and recommendations. Better yet, the chair should decide or rule already and stop the continuance of inquiries of all the members and instead directly ask the vice president if her answer is the same on all the inquiries. If the Vice pres said that she will have the same answer on all the queries, then stop further proceedings and it is up to the committee on how to adopt, amend, change, approve, resolve or defer the proposed budget of the OVP.

We need total visibility and understanding on the ins and outs and overall machinations of the previous budget. Yes, we've heard it time and time again, like a woven chinese silk, that she and her office will leave it to COA. She definitely can exercise that right! But with all her hubris, let us - ALL OF US - be reminded of one crucial fact: Regardless of your political stance, the House HAS the power, HAS the right, HAS the authority and HAS ALL LEGAL BASIS to scrutinize ALL government agencies, REGARDLESS if Sara only wants COA to initate the inquisition and audit. Again, if she wants COA to be the sole agency to conduct the investigations, she's free to do so. No one in the government will deny her prerogative. The VP has no functional and operational role in managing the affairs of the government as long as the President is capable of performing his duties and responsibilities. Therefore the VP must only have a budget exclusive and limited only for her salaries, staff and security subject to the approval of congress. as far as the President is in control in the affairs of the executive, sad to say, the VP can be considered as a flower vase in the government.

This is the only statement that has made the HOR’s plan to fail big time.
I fully understand Vice Inday Sara Duterte’s decision to ignore the repeated questions from members of the House of Representatives of the Philippines, as it is futile to reiterate points they are already well aware of.
Before her presentation, VP Sara strategically anticipated the House's attempt to politicize the budget by preemptively addressing potential issues, such as the Confidential Fund, the situation in the West Philippine Sea, impeachment matters, and more.
Case in point: She already clarified that her reason about her silence about the WPS issue is due to constitutional mandate. It’s only the president who should man our foreign policy.
Additionally, she meticulously prepared her case, providing all necessary documents, proposals, and reports regarding the 2025 budget to each congressman prior to the hearing.
The House of Representatives was left with no choice but to “stick with their plans” as noted by Stella Quimbo. If you’ve noticed, it became evident that the same narratives about the Confidential Fund were being repeated.
Such an obvious script they are trying to conceal. As you can see, these congressmen were all defensive.
Given that the issue of the Confidential Fund has already been submitted to the Supreme Court for proper scrutiny, further discussion in the House is counterproductive. This is why VP Sara remarked, "Nagsasayang lang tayo ng oras dito.”
When VP Sara questioned the procedural rules, the presiding officer, Stella Quimbo, was evasive, knowing that VP Sara was well-versed in the rules, which prompted several Points of Order.

The reason why she does not want to answer your inquiries is precisely because she has the right to do so and if she failed and did not answer you directly on your queries that is answerable by yes or no, then let that answer or manifestation of the Vice pres be put on record. Then it is up to you on how you appreciate the demeanor or the refusal to answer directly by the Vpres. It is correct when the Honorable congressman said that the query is answerable by yes or no. But unfortunately, we or the congress cannot force a proponent to answer directly. And if she refuse then appreciate it as if it is yes or no. Or if you deemed proper that she be cited in contempt then do so if warranted and if not then just respect her answer. Her silence or refusal to admit a given situation shall be put on record. That's it plain and simple. Then if based on the same answer over and over again, the committee will then make its conclusion and recommendations. Better yet, the chair should decide or rule already and stop the continuance of inquiries of all the members and instead directly ask the vice president if her answer is the same on all the inquiries. If the Vice pres said that she will have the same answer on all the queries, then stop further proceedings and it is up to the committee on how to adopt, amend, change, approve, resolve or defer the proposed budget of the OVP.

We need total visibility and understanding on the ins and outs and overall machinations of the previous budget. Yes, we've heard it time and time again, like a woven chinese silk, that she and her office will leave it to COA. She definitely can exercise that right! But with all her hubris, let us - ALL OF US - be reminded of one crucial fact:
Regardless of your political stance, the House HAS the power, HAS the right, HAS the authority and HAS ALL LEGAL BASIS to scrutinize ALL government agencies, REGARDLESS if Sara only wants COA to initate the inquisition and audit. Again, if she wants COA to be the sole agency to conduct the investigations, she's free to do so. No one in the government will deny her prerogative.
