It's very much logical that the issue should be about the 2025 budget of the OVP. The OVP still has 180 days to submit an appeal to the COA regarding the NOD. I believe Congress should stick with what is indicated in the 2025 budget proposal of the OVP. PGMA is correct when she said that the confidential fund issue have been resolved by the committee last 2023 budget hearing.

How the past budget was spent or mis spent should determine the budget to be allocated for the following year. Definitely a much bigger budget would be asked....they should be strict and learn to control and cut the requested budget based on d previous years usage.

Congress deserved it. When Sara Duterte was still in good terms with the president, passing of the proposed budget was not even painful and was just smooth sailing. They approved it right away. Actually the questions on confidential funds are not related to the suppose discussion or topic. The issue on the confidential funds on previous years does not cover the budget on 2025. Such questions should have been addressed on separate hearings covering the topic. The presiding speaker should have known these rules and the exceptions to these rules. Thats why vp is asking for a copy of the rules to point out that the questions are unrelated. Clearly, the questions are more political kasi pinopoint ni castro yung mga nagawa dati para ma criticize lang si vp.

It's very much logical that the issue should be about the 2025 budget of the OVP. The OVP still has 180 days to submit an appeal to the COA regarding the NOD. I believe Congress should stick with what is indicated in the 2025 budget proposal of the OVP. PGMA is correct when she said that the confidential fund issue have been resolved by the committee last 2023 budget hearing.

CoA has every right to ask for accountability regarding the previous utilization of the budget they gave to prove that you, the applicant (OVP), was indeed honest and truthful with said utilization.
Simple lang yan: You asked for alot of money the first time, and out of blind trust (public mandate), they gave it to you. Now, the next time you ask, they want to see your track record on how you spent it for them to keep trusting you. Mind you, THIS IS NOT AN ALLOWANCE (and that said salary is clearly outlined by the Philippine Constitution). This is a proposed budget for future projects.... it is fair and appropriate to ask what became of past budgets.

Take note that PGMA inserted the phrase "to my mind laid to rest" at 24:04, meaning it is simply borne out of PERSONAL SPECULATION / RECOLLECTION AND DOES NOT HOLD ANY WEIGHT IN ACCORDANCE TO THE RULES OF COA.... Whereas at 16:25, they already cited Section 162 as the basis for said questioning.

How the past budget was spent or mis spent should determine the budget to be allocated for the following year. Definitely a much bigger budget would be asked....they should be strict and learn to control and cut the requested budget based on d previous years usage.

I think you missed VP's point, ang usapan budget ng 2025 at hindi kung ano ang nangyari sa 250M na confidential funds. Trabaho ng COA yan at hindi ng upuan ni Hon. Castro. It's a strong point na pag-usapan pero hindi yun ayon sa letter na natanggap ng VP na kung saan naimbitahan sya as resource person. If confidential funds pala ang topic, dapat andyan COA sa usapan.

Actually the questions on confidential funds are not related to the suppose discussion or topic. The issue on the confidential funds on previous years does not cover the budget on 2025. Such questions should have been addressed on separate hearings covering the topic. The presiding speaker should have known these rules and the exceptions to these rules. Thats why vp is asking for a copy of the rules to point out that the questions are unrelated. Clearly, the questions are more political kasi pinopoint ni castro yung mga nagawa dati para ma criticize lang si vp.

To answer such questions require documents and detailed explanations on her part, which she is not obligated to do. Obviously she did not bother to bring documents for 2022 budget as the hearing was supposed to tackle 2025 budget. The issue on confidential budget was already passed upon on previous hearings. Yung mga tanong ni castro paulit ulit na niyang natanong niyan dati. In fact may kaso na diyan na umabot sa korte tungkol diyan. So it just a waste of time if they dwell on that. Para silang sirang plaka Paulit ulit ang tanong. That is why pumapasok ang parliamentary rules para di paulit ulit.
