James Toney is possibly the greatest technical boxer from the past 40 years, i think it helped a lot he moved up in weight as his discipline was awful, i remember Eddie Futch once saying he always said he wanted to fight at Heavyweight, and this was when he was a middleweight. Just an expert boxer who could have beaten most fighters when he was on his game.

Don King had Tony's victory overturned because James would talk shit about how Don King was a crooked promoter since the 90's and James had shoulder surgery prior to the Ruiz fight and the steroid was injected by his doctor to heal it faster.
John Ruiz was just near the last of a 25 year long list of guys who Don King somehow got one of boxing's sanctioning bodies to recognize as a "World Heavyweight Champion." Had he been fighting pre-1980, Ruiz is a "gatekeeper" at best. Never deserved a title shot let alone holding even the "We Belt Anybody" strap two, three, or however many times they handed it over to him.

Have to play the d-vil's advocate here with James Toney and John Ruiz. James Toney was a tallent in boxing that was unique. Toney was skilled, tough, gifted, ring inteligent and in the weight divisions MW to LH a KO artist...but to much lazines and hard to maintain his dicipline took away so much potential greatness he could have achieved other-wise. - He never went in any weight division to unify for the undisputed crown. IBF was his only world title belt in 3x classes. His very best open-window moment was in the cruiserweights where there had not been a dominant, unified champion since 1988, and Toney after the Jirov fight could have gotten any unification fight due to his market value. - Toney balloned up- and down in weight so much it took a tool in his speed and reflexes, and being a small guy fighting bigger men, that speed and movement flow would have made him taking less big punches. - Toney was never a real HW material and only had his moment in a record weak HW era, never had to fight the true elites,; Lennox Lewis, Vitali or Wladimir Klitschko, and Toney even twice declined a title fight with Wladimir in 2006 & 2007. - Toney has in his career been caught with illegal substances 3x times (!), so that makes a question of how many possible fights he could have used that as well? 3 TIMES is hard to ignore. -
