Nah it wasn't.
Alex's Flash Chops in 3S especially Medium and Fierce versions, has a brief moment in the beginning animation where he "coils" back and thus is able to dodge throw attempts and in return smacks them with a Flash chop while they are stuck in the throw whiff animation.

They did Akuma dirty with his extreme lack of health. He should've been balanced better and he'd be much more competitive and probably my main tbh, but when 3 medium punches from most other fighters take half your health bar, you dont really stand much of a chance against anyone who knows what they're doing with any other character. A complete waste of a character place in the game imo
