Hi (some spoilers here) This zone is the messenger ending teleporter, more or less the 100% ending of the game. You're supposed to get all stars and solve all the puzzles in the areas they unlock to access it. The funny thing is that this area is super close to the base of the tower (actually one level below). So, thanks to that glitch that enables us to clip through the tower and fall underneath, we can access it, making the 100% ending the fastest to get in the game.
Hi, you need a low amount of FPS to do the clip, unfortunately. I think that it's possible at 60fps, check out the messenger any% runs in the 60fps category. If you have more than 60 fps, it's probably not possible

I was following along until 3:42 - what place is that and how is it normally accessed and why does it end the game?

@@ironcubee if you complete everything, you'll be able to access it with the elevator, it's actually level -1
