If anyone is curious, this was an emoji developed by a Japanese mobile carrier called Docomo in 1999. It originally resembled a hydrangea, and came to mean "cute" in common use.
Google added its own version in 2012, again as a flower (but not a hydrangea). So did Apple and Samsung, which didn't get the memo due to low resolution, and these two are responsible for the design that doesn't even slightly resemble a flower at all.
Docomo discontinued their emoji set in favour of Google's in 2013, but Google gradually moved more in line with other versions for conformity, and that's why we have this now. Fortunately, Google are at least moving it back to resemble a flower again, albeit now resembling a gentian rather than a hydrangea.

Pro tip for today's lucky 10,000: if there's ever a niche, useless or hyperspecific emoji you wonder how it made it into the list, odds are it's a grandfathered element from pre-unicode-era Japanese emoji lists (hence why a lot of them have to do with Japanese culture). When they decided to make emojis part of the unicode, they opted to have full backwards compatibility for the various variants of emoji lists that Japanese companies had come up with.

One example of the disconnect with the community is the pair 𝄲 and it's opposite 𝄳. To my knowledge no musician has ever used these accidentals in their music while equivalent accidentals rendered as half of the sharp sign or the mirrored ♭ are not part of standard unicode and require specialist fonts to be available.

If you're interested, it's a symbol from Japan for an aesthetic called Kawaii. Proposals like this are put to the Unicode Consortium which chooses new emoji.
yeah i think its just ignorant to say the emoji has no meaning. emojis are from japan so theres quite a few emojis in there that non-japanese people wont instantly understand. but if you take a minute to learn about them theyre actually really cool and fascinating.

Typing kawaii on my keyboard doesnt show the emoji up, typing "circle inside" does. This emoji has no demonstrable semantic symbol at a glance, that is an upmost mistake

I’m Japanese and I’ve never seen it used as anything but a dingbat. I can’t find a SINGLE SOURCE for the claim either. For all I know the Unicode Consortium just pulled it out of their ass.
