No it doesn't works like that. Skin pigmentation is controlled by genes. The skin colour you are born with cannot be changed like that. This is actually a case of polygeny and the effect of all the genes are additive.(don't know about the case if you try to change it by some kind of gene therapy)

Roedy Green There is a good reason why melanocytes dwell at the bottom and that is because the tissue around them are Avascular ( or have no blood vessels ) .Melanocytes need nutrients from the blood to continue producing melanin so that's why it stays as close to the bottom ( were blood vessels are ) as possible for it to continue its function. This is also why your skins cells closer to the top are dead cause they don’t have access to nutrients , but they don’t need to be alive to carry out their main function which is to be a barrier.

Melanin is actually various shade pigments of the darkest of dark brown (even if looks black to our eyes) to the lightest pigments of Brown. Very similar to wood. Even what we call "Red" hair from genetic mutations is a varied pigment shade of the color Brown. I look at Melanin under electron microscopy on a pretty daily basis under the epidermal layers of the skin. It is insanely fascinating. All varied shades of vast varied percentages of Pheomelanin and Eumelanin dots give us our varied different skin complexions and hair colors, we see the same under microscopy for Dog and Cat hairs also.
