You need a Shop machine, when accessing Shop Market by clicking on Shop Machine you have to buy a Terraformer, but not every planet is Terraformable which is the same for Ore Miners, you can't use them everywhere. After buying Terraformer, place it on the Surface and if you want things to speed up... add more Terraformers. Now the thing also with Ore Miners is that, the game limits the amount of Ore Miners per Player (10 per Player).
