I'm going to guess that theres a problem with the intake valve. Maybe stuck open.

Powermore engines are made by Zhongshen which is partially owned by MTD Products, parts for those Chinese engines are almost impossible to come by, everytime i need parts for one of those engines i have to order them thru MTD which takes along time. I have an old Powermore identical to the one you have, laying in a scrap pile because it smokes like a chimney and burns more oil than gas, i pulled it off the mower it came off of and put a rebuilt Intek on it. those 420cc Powermore engines i think are only 13.5hp they are junk, they are also prone to having problems with the cylinders and rings, no compression most likely the rings are fried. If it was a valve problem it would still have enough compression to run but it would pop back thru the carb, you should never be able to spin an engine freely with 1 finger.
