Man in Ohio are definition of rough must be different from yours. Here that that truck is a builder . Most guys would put a foor pan in and shorten the bed . Maybe a frame swap . The rockers are still there from what I could see. I would just go through it, get it running if that Cleveland is still good and go from there. Baby steps with it .
