This is a technicality but I think you may be mixing up “just frame” with “frame perfect timing”. When the phrase was officially introduced in T4 (as I’m sure you’re aware), “just frame” moves were just that-moves. For example OTGF or Demo Man. I think this video focuses on frame perfect timing in combos. Not a huge deal and still extremely impressive, but just wanted to note that.
Kazumi and Xiaoyu are the hardest to master (my opinion)

It doesn't mean just frame moves, it means you have to input the move perfectly or else it won't connect. The crouch dash cancel into ws4 has to all be inputted frame perfectly

Xiaoyu's multiple ws2's aren't a just frame, that's like saying Nina's iws1's are a just frame. Also im surprised you didn't showcase Lili' jab into ff3 combo
it is actually just frame but it can be buffered in multiple ways so there is a bit of leniency. nina's ws1 is a just frame after certain moves but regular loop has 2 frame of leniency.
What would consider a combo “just frame”?
a combo where you can't miss a frame between 2 hits or a combo with complex input like b,f,u,d,df,db,df is done with 2-3 frames of leniency

Say goodbye to any type of hard execution in tekken 8 lol . The combos are Waco asf. I’m going to miss the days of grinding a single hard asf combo for weeks at times lol
For me I vote the Claudio or Bryan combo. A lot of these are tough for the instant while rising moves and some of these characters have harder combos than shown but those are my votes
