If you allowed ground effect tunnels, a massive low diffuser, active suspension and active skirt control with some seriously clever skirt designs plus a closed cockpit the cars could gain as much as 10 sec a lap, no questions asked because you could get double the downforce easily with no drag increase just by using optimal tunnels and wings, enclosing the wheels and cockpit and running active aero and suspension and so on. The regulations are there to stop modern cars from hitting 450kph and cornering at speeds where a puncture could very well cause a death 30% of the time

The 2017 cars were already quicker than groved tired 2004 cars. The f2004 cars wouldn't be 5 seconds faster on slicks on virtually all the tracks, which is what they'd need to be, to beat 2020 cars.

For qualifying Barrichello had a 1m20.089 in 2004, compared to a 1m18.887 for Hamilton last year. For pure lap time, the modern cars are much quicker. Obviously the race lap times are a different story as today's cars don't have fuel stops and aren't replacing the power unit every race weekend so Barrichello's fastest race lap of 1m21.046 beats the 1m22.746 set in the race by Hamilton.
Ofcourse give the 2004 car slick tyres and ultimate lap time might be closer. But at the same time if the F2004 needed to only run 3 engines a year and increase its weight to pass more stringent modern safety tests things would be significantly different so comparing across eras remains a nearly impossible task.

The grooved tyres they had at the time would have certainly slowed them down by a few seconds a lap. Because cars were on a whole lighter, running on heavy fuel would have meant worse relative performance at the start of the race also. What I'd be curious to see is how fast we could make a car by combining the best of both worlds; V10 engine, light car, slick tyres, modern day suspension and aero.

You can see it's much much better though the slow corners because of the shorter wheelbase, and its SO much quicker off the start cos of the traction control. I'm pretty sure this is pretty realistic - an F2004 with slicks would probably beat todays cars.
I do like the smaller sized F1 cars - obviously dirty air was still a huge problem back then, but at least they didnt take up half the track sometimes as the modern cars do. I am all for slowing the cars down a little though, taking some downforce off, if it improves the racing.

The mod is far from reality as the F2004 on grooves (copied from Quora) was slower than 2019 card which were slower than the 2020 cars. On these tracks (they didn't do Interlagos)
    Melbourne
In Q1, everyone bar Kubica was faster than Schumacher’s Q2 time, which was the fastest of the double session.
Hamilton took pole 3.978s faster than in 2004’s fastest
Vettel was 3.298s faster than Schumacher.
    Sahkir
in Q1, only the Williamses were slower than Schumacher’s 2004 pole
    Leclerc took pole 2.273s faster.
    Monaco
In Q1, everybody was faster than Schumacher in 2004. Schumacher qualified 5th, but Trulli (Renault) was still slower than Kubica.
Hamilton took pole, 3.819s faster than Trulli, and 4.350s faster than Schumacher.
    Montreal
in Q1, Schumacher would, again, have only outqualified the Williamses. He started 6th. His brother, Ralf (Williams BMW), got pole, but was still slower than 18th placed Stroll.
Vettel took pole, 2.035s faster than Ralf and 3.115s faster than Michael.
    Hockenheim
Schumacher would’ve made Q2 by 1/40 of a second, and his time was faster than Stroll in Q2.
Hamilton took pole, 1.541s faster than Schumacher.
    Monza
In Q1, Barrichello would’ve been fastest! He would’ve been fast enough for 7th in Q2 and Q3.
Leclerc took pole, 0.786s faster than Barrichello.
    Suzuka
In Q1, Schumacher would’ve been the slowest qualifier, over 3 seconds shy of Kubica.
Vettel took pole, a whopping 6.482s faster than Schumacher.
    (NOTE DAMP TRACK)
Only the 2 Schumachers and Mark Webber (Jaguar) were faster than the 107% time in Q1.
Due to typhoons, qualifying in both 2004 and 2019 was run on Sunday morning.
It’s interesting to note that despite there being a chicane before the final corner in Barcelona, quali times were roughly the same this year as in 2004. The chicane made a difference of about 4 seconds between 2006 and 2007.
So the slicks would have to bridge a gap as big as 3 seconds to be in range of the top cars at some tracks.
