If you intent to operate the 555 at 50% duty cycle it is convenient to controll the charging and discharging of the capacitor from the output (pin 3) across the 10 kOhm resistor. In this case you save 1 resistor and you avoid to short 1 kOhm to ground via the discharge (pin 7) and waste 1 mA per 1 V operating voltage unnecessarily.

I think you don't have proper knowledge about the Boost converter! It's not how it works! A boost converter can only increase voltage higher than input voltage!

I have used an inductor as recommended which is 100uH
