I don't think we have a source that they were "unable to" and I personally doubt that considering they're experienced VAs. I'm much more inclined to believe this was a conscious choice by the director.
This might be the only upload from this dub of the scene. The DBZ Ocean Studios account got deleted by TOEI a while back. Before the channel was deleted, he might have had over 50K subs.
I honestly think this was the best thing they decided to do in the Ocean Dub They took the concept of Vegito being a permanent fusion so they decided that instead of two voices, let’s just have Vegeta’s VA (Drummond) do an impression of Goku’s VA (Morrow) while having the Fusion Dance continue to have two voices because we know that’s temporary. Gotta admit, that mentality is smart. Kinda wish Funimation did that, I wouldn’t mind hearing Sabat trying to do an impression of Schemmel lol

I'm just testing things out atm. Sadly, I deleted all the clips I had saved after just getting tired of YT, and I deleted all the episodes I had for hard drive space, too :/
