I have worked on just about every database platform ever developed. Oracle, when properly implemented, is absolutely the best. It is the only database that is 100% immune to any type of failure. But, you get what you pay for.
Agreed. AWS and Azure, both of which i have experience with, are finicky and require what should be unnecessary processes. The performance difference is obvious and measureable. Too bad younger professionals dont seem to want to learn deeply enough to properly implement a database and gravitate to what looks easiest.
And boy do you pay... $50,000 to $100,000 PER CORE depending on options. Think about that, a small server today can easily have 48 cores. Are you really going to spend $4.8 million for db software for a small stand alone server?. You could literally code all of the extensions you need into an open source db for less. Oracle is impossible to move away from once you start using their extensions. Total functional lock in. Best option is to never start with them. You can't grow/scale with Oracle unless your business is insanely profitable. The software is capable of scale but the licensing structure is not. The db is the functional leader but the cost makes it impossible for most companies, sooner or later. When Larry says most data is in Oracle he is probably including MySQL which probably represents the majority of that data and people are using the free version of MySQL that comes with their favourite Linux distro for that not Oracle's version.

The fact of the matter is that there are far superior open source solutions on the market and those looking for Relational Databases with a proven track record and large scale support will, in future, choose Microsoft's SQL server- which is a better product in every way. Businesses need a local deployment of quality hardware and software for anything critical...cloud is good for backups and non-critical ‘big data’ or possibly computation which most businesses don’t need to do. A local SSD storage array with fast hypervisor nodes (running oracle, apps etc) connected with 10 Gbit network (or 40 or 100) is still the best solution for critical services. Non-critical data and VMs can be automatically brought online in the cloud to free up resources in the local deployment. Think is, cloud is cheap and a quality local setup is expensive...you get what you pay for. For many small to medium businesses, a cheap solution on the cloud may make sense, but a complete cloud solution doesn’t today for large corps, which are the primary market movers and spenders on tech...no one cares about tiny businesses and their non-critical data.

We started migrating business applications a few years ago to the cloud and its proven its efficiencies. For individual plant's support systems, yes we stay local. For regional administrative, businesses support and even manufacturing support we are taking advantage of saas, paas, iaas advantages to network and reduce support costs.
Not that is not true. Netflix uses cloud to store boring stupid 'non critical' data like user preferences etc, but they have their solution that allows streaming content.
