- One of filmdom's most notorious killers is back to wreak more mayhem as Chucky continues his quest to possess the body of a human child. Eight years after seemingly destroying the killer doll, Andy Barclay (Justin Whalin) turns 16 and is placed in a military school. Meanwhile, the greedy president of Play Pals Toy Company decides to resurrect the popular Good Guys doll line, confident that all the bad publicity is forgotten. As the assembly line recreates the first doll from a mass of melted plastic, the spirit of Chucky returns to renew his quest and seek revenge on Andy. Once again it's up to Andy to stop the unrelenting killer in this fast-paced thriller.

Well of course Tyler is only 10 years old when he opened the Good Guy doll without Andy's permission. That's why he didn't know better plus he wanted to play with a Good Guy doll so bad since they were popular.
He's old enough to know stealing is wrong. On top of that, he's a student at a military school, all the more reason he'd know stealing is wrong.

This is why Tyler's not as good as Andy considering that in contrast to Andy it takes awhile for him to realize that Chucky's evil! Add to the fact that he befriends him despite Chucky literally jumping out of the box to spook him and constantly swearing at him makes Tyler very naive for a kid character in a Child's Play movie! Even Andy wasn't as naive as Tyler was when he befriended Chucky in the first movie!

Why would Chucky try to transfer his soul into Tyler. Last time he tried transfer his soul into Andy he was permanently trapped in the doll
Because he ran out of time trying to get into Andy's body he failed but this time he has a new body, new shot at getting out of the doll body.
He was never truly killed in 2. His immobile corpse just sat there in that old factory for 8 years until the crane picked him up and his body spilled blood into the liquid plastic.
When that material was used to make the first new Good Guy Doll it kind of reset the clock for him.
Yes in #1 John Chucky's Voodoo magic friend at one point uttered his last words saying "The only way to kill Chucky is through the heart, it's the only way." .
