    A play who goes off "injured" then comes back on is not injured - I think the 30 seconds wait is a great rule to stop time wasting. I'm with Webb on that one.

      You missed the point entirely. Same rules apply to an actually injured player(not time wasting) therefore punishing the player for being kicked or hit, and also his team. Makes zero sense!

      ​@@eymerich6872You have to ask yourself how often one is happening more than the other. And unfortunately it's players feigning injuries and wasting time. 30 seconds is nothing for a player who, as you say, is actually injured and in need of treatment.

      @@eymerich6872 The problem is that match officials cannot and aren't going to determine whether a player is genuinely injured or not, so either everyone is off the pitch for those 30 seconds or none of them are. If it's the latter then what they're trying to implement becomes completely irrelevant!

      ​@@eymerich6872if the player is genuinely injured then they're going to need 30 seconds for treatment anyway. The rule is designed to stop the time wasters who jump up a second later after they've gone off the pitch and want to go back on

    Gary is speaking for himself. Maybe he thinks it’s acceptable but too often I attend games and from minute one opposition team are taking time with every time the ball goes out. It’s boring and it’s a big issue. What they did at the World Cup was refreshing and so glad they’ve added it

    I agree with Webb around this 30 second rule. Far too many players insisting on being carted off the pitch only to sprint back on.

      Agreed. Neville can't have it both ways.... the extra time is too long, but 30 sec timeout is unfair, just add to extra time for players feigning injury!

      @@hanifibrahim460: discern the benefits of the milkers and act accordingly. Give more time to the team who are losing.
      Issue quicker yellow cards to the goalkeepers holding the ball to waste time.

      It's working, because last week during Community Shield there were barely any player sitting on the floor. But Neville's concern is also mine. The only way to get round this, is regardless have the stretcher on to carry the player off.

      Been saying for years it needs to change, personally I’d have it so if you’re down for 20 seconds then you’re clearly too injured to continue and have to be subbed off, if all subs are used then you have to play a man down.

    Giving Howard Webb this position of power was a excellent idea.
    Complete professional who delivers the reasons with great detail to the the point where it’s hard to even disagree with him.
    The new rules are definitely needed!

    Howard Webb comes across so well here. Super articulate, narrowing each and every of Gary's arguments. I thought the application of time added on in the Community Shield was very well executed (and warranted), and in all honesty can't wait to see more of it in the upcoming season.

      Agreed, consistency will be the main thing however. I honestly don't think officating is that bad when watching games in isolation, but myself and other fans compare incidents inconsistent with another. Though, I do think this rule will bring a level of objectivity that fans can't argue against.

      Really? To me, he comes across as a politician who just repeats what they have to say in various different ways rather than having a genuine conversation. You could tell that Gary was frustrated with the chat.

      Articulate or not, I don't agree with him. He just keep repeating himself. I'm against too long games. Gary had a very good point about games with many goals.
      Webb is too political and square minded and doesn't seem to understand the spirit of the games.

    Howard completely dominated Neville. I felt like at least Carra was listening to what Howard said, heard his argument and came round to his way of thinking. Neville came in with an agenda with no statistics to back anything he was saying up, and wasn't willing to listen to logic. Howard shows he knows a lot more about football and what people want

      Fans don't want an extra 10-15 minutes added on each game especially away fans mid week because its already a nightmare getting back especially to Newcastle where I'm from if we are away in London

      @@chrishaswell4405 First of all, its hilarious that your argument against extra time is that you want to watch less football so that you can leave earlier. Then maybe just dont go if you dont have the time? Second, and more importantly no one wants an extra 10 or 15 minutes added on at all. We want players to stop with their theatrics and dark arts, and actually play football. And if they do, then there wont be 10 or 15 extra minutes added. Third, and less importantly - as a match-going fan youre directing your anger at the wrong people. You see 10 minutes added and argue that the officials steal away your time, while youre watching a game over 90 minutes where at least 30 minutes is used by the players on different non-football related things like arguing, fouling, feigning injuries and LITERALLY wasting time. You pay to go to a game and watch it, you should be livid that the players are scamming you out of your money - not angry at the people who try to get you some value back.

      I agree some with Gary. In legistlation there is tendency not to set a law which would punish innocent. This interpretation is punishing innocent in some cases. Those cases should make exception in intepretation.

    I get Neville's point but refs are seeing more and more situations of players feigning injury. They waste 5 minutes on the deck, create a hullabaloo, limp off, then run back on the field 5 seconds later. That's not right. And there's more of that going on than genuine injuries. Gary's being naive here.

      I don't actually get Neville's point. He is arguing that a player that is injured will likely be fine to come on the pitch in under 30 seconds. If you are injured enough that you need to leave the pitch, you should be off for 30 seconds. If you were going to leave the pitch for under 30 seconds, you aren't injured, get up and play on. This rule is great for punishing players for leaving the pitch for only 5 seconds.

      Refs are the cause of this. They started it because they kept calling fouls for nothing and the players started taking advantage of it. It's simply true that they do not use the law and the possibility to give yellow cards as it is. That's how it became what it is now and the joke is that VAR moments waste most time of all.

      I don't agree with Neville here... I feel most times players go down they aren't genuinely injured, particularly in the last 20 minutes. I think Howard Webb is communicating the plan really well... I hope its implemented right though

    Agree with Howard Webb, as a season ticket holder in the championship, the things that annoys me most is time wasting, players feigning injury and the ball being out of play so much.
    With the price of season tickets you expect a full game of football and entertainment. These changes are for the better!!

      Agreed, without the time wasting, the championship is as good as it gets for a pure (but expensive) football experience. Hoping VAR stays out for another few years as well. Can't stand it in the prem.

      Only tweak is if the player asks for physio, force a golf cart stretcher off for every injury and treat it at the sideline. Knowing that they will need to be forced stretchered off will stop players

      Why not just completely stop the time whenever the ball is out of play? That way, we get the full 90 minutes play. No added time, no time wasting.

      ​@@pe3497 I've been pushing that narrative for years. An average game has roughly 40% of the 90 mins where the ball is not in play. Surely this can be improved upon.

    The fact that Gary is content with literally 48 minutes on average of actual football in League 2 is hilarious.
    In every sport, if you give athletes an inch, they take a mile. This is just enforcing the inch.

    Great changes imo. I think Neville is rather ignorant as to how much players time waste. If a player goes of to be treated and is able to come back on the pitch within 30 seconds he isn't injured. So it is a great change

      If you have played any sport you know knocks being winded dead legs etc just need abit of treatment and to be walked off 30 seconds is plenty enough to manage little knocks so your wrong

    With all of these additions and changes I think the most necessary change is one they keep not making. Referees should also do a post match interview … that brings more transparency and accountability into the decision making.

      I was at Doncaster Vs Harrogate, and there were 14 minutes added time in the second half, so Howard Webb is the one talking bs here really.
      But as usual, they don’t pay attention to anything below the top one or two leagues.

    Gary Neville is severely downplaying the amount of time a player needs to get treated. Why would a player be ready to get on straight away after saying he needs the physios and his treatment will occur outside anyway?

    Nev was taught well by SAF given his vehement opposition to this - I'd love to see the numbers where a goal is scored when a player who received treatment is off before they were able to return to the pitch.

    Having read Webb's autobiog, I thought it a great thing when he was put in charge of refs here. He has a LOT of common sense and a genuine desire to get refereeing more respected. And he's spot on here. Bringing more clarity to decisions too can only be a good thing.

    There should be a HARD VISIBLE clock that everyone can see, controlled by the ref. It is very simple tech that could and should be implemented everywhere.

    Neville's entire argument is based on illegal action and Webb nor Carragher explained it to him slowly enough. Players cannot get treatment on the pitch. If you need treatment, go off the pitch and yes, it's quite right this would take at least 30 seconds. He kept waffling over the top of everyone about getting treatment on the pitch, then going off. No. Those two things cannot happen anymore.

      I thought Gary was criticizing the fact that a player can get blood on their lip (as an example) through no fault of their own and yet get punished for it. I think it's a grey area and both sides have a strong case here

      @@arvindhmani06 I think Gary is taking a fringe example here, and while the law could be harmful in this case, it is beneficial in almost all other cases so it's doing far more good than bad. If I am chasing the game and an opponent player fakes an injury only to come back on the pitch straight away, how is that fair to me? And this sort of thing is far more common than a bleeding lip on a shirt, and the impact of losing 2-3 minutes and stopping momentum is far greater than an extra 25 seconds playing with 10 men

      @@fady02 Here's a fringe example I just thought of: Consider Team A vs Team B. It's extra time and Team A needs a goal. Player A1 deliberately (tactical) fouls player B1 with enough force that B1 needs treatment. Player A2 then also tactically fouls player B2 which causes him to need treatment also. A1 and A2 both get yellow cards, and B1 and B2 are forced to the sidelines for treatment. They cannot return for a minimum of 30 seconds but the game continues 11 vs 9. Team A with the numerical advantage score the goal they need and end up winning.

    New rules..... until about October/November when the refs completely forget about them, and then it's the same rules as last season lol.

    Big fan of the new rules. We pay so much in TV licenses just to watch football and we get short changed with 40 - 50 minutes of play in a 90 minute match.
    Howard Webb articulates his point well.

    Example from NBA.. one season they implemented a technical foul for touching the ball after going through the hoop by an attacking player, thus delaying a restart. It only took a few weeks for players to stop doing it completely!!
    I hope positive teams DO score lots of goals during those 30 sec after a feigned injury, so the game starts to flow more!

    They could make it so that when you ASK for treatment they implement the 30 seconds, but when you are forced to get a treatment "by a bloody lip" like Gary's example, the 30 seconds rule doesn't imply.

      Treatment on the pitch should only be done when the player is unable step off the pitch of his own volition. A busted lip, that is not hindering him from moving himself off the pitch, get patched up and get back in.
      I’m so tired of these players getting coddled so much. I’ve seen hockey players take a puck to the face and they’re on the ice less than a minute later.

    What Gary Neville is missing in goal celebrations is that the team scoring the goals is using time celebrating, and the team on the receiving end wants the same time to respond. not having celebration time stopping them from trying to score themselves.
    So I totally agree that celebration time for a goal scored should be added on, especially as during that time players are resting.
    Also agreeing with Gary regarding players being down to 10 players; I have always felt that unless a player is sent off that there should be an equal number of players from each team on the pitch. So if a player is injured or is made to go off for the blood rule, then the opposition player who was also involved in that incident should leave the field for the same amount of time. Players are so fit and fast these days that it can only take a few seconds for the advantage in numbers to affect the outcome of a game.
    As a fan I have often felt aggrieved when early on in a game the referees have been too lenient, and a player from my team is rendered ineffective from being crunch-tackled and a yellow card should be produced but isn't. Then to compound it the player damaged has to go off for say 5 mins. to get some treatment, putting my team down to 10 players for a period of time. This sort of situation is totally wrong and players often 'play' referees early in games knowing that a particular referee is weak in this sort of scenario. This is where VAR should step in and remind the referee of his obligation to both teams, especially if officials have been blind-sided by the incident.
    If the referee feels that an injury has been feigned then a booking for unsporting conduct should be produced, as it should still be for diving; Where has that gone
    I'm sure most fans would agree that a fair game is the best game.

Add time on for celebrating goals but don't stop the players from joining in a mutual Holy Communion of joy and passion and relief at celebrating a goal and like what happened at Rotherham on Saturday when the scorer of the winning goal received a Booking that contributed to him being Sent Off,as he,deservedly,got another one later.

      @@blackrider7631 If games have only 50/60 minutes of active playing time where the ball is moving on the pitch then they would need to have 30 minute halves. If the clock is stopped the second play pauses, that would still take up 45 minutes. Rugby isn't the only sport that does this, having played Basketball and Water Polo at competitive levels its the same in both of those games.

    Only thing I agree with Gary is that I don't feel cheated watching a celebration, certainly is a part of the game, maybe limit it to 1 minute and then the refs getting the game going again. Other than that I felt the changes to added time in the World Cup were great

    The rules around punishing players, managers etc for their behaviour is the one that's a bit lost on me. First and foremost, plenty of the cases where players/managers 'misbehave' are often because the referee is making some wild decisions that are wild or just wrong, and players/managers have emotions and naturally react to them. Why was there no mention of the increasing number of incorrect calls that referees made last season? They also had a MASSIVE effect on the 'game we love'. There need to be some publicly known deterrents for referees who obviously make mistakes that affect games, like the many cases of failed VAR use - such as 'forgetting to draw offside lines on VAR'. None of these changes seem to admit ANY fault or intent to improve the state of refereeing in this country, and it worries me that while they are (rightly so) increasing the protections for referees, they are also giving themselves more protections to make 'mistakes' and reduce our ability to protest them.

      B ut the players/ managers have reactions to decisions that are correct also so it has to be addressed. As for the ref's, they already have publicly known deterrents - harm to their reputation. If a keeper does a couple of mistakes but in big games such as finals they'll likely be replaced, same with ref's. Also if ref's do a bad or contentious decision then they'll probably expect a few death threats from some of the nutters we have in the country - some people would say it comes with the territory but for officiating in this country to get better we need more people to get into it

    What about when a player is injured and they have to go off for at least 30 seconds, the player that fouled and caused the injury is also asked to leave until the injured player comes off? It levels the playing field. VAR should of course be looking at if the contact was significant enough.

    Tons of solutions for this:
    Keep games at 90 minutes with a publicly viewable match clock connected to the referee or an official time keeper. Every time the ball is out of play, the count stops.
    If players can't play those extra minutes (which are roughly 20-25m extra if by the letter of the law), reduce the games to, for example, 35m - 40m halves of actual in game time where the clock is stopped at every stoppage..
    Alternatively, form a hybrid where we have referees/timekeepers monitor a standard 90m game with added time applied as it is at the moment, then as soon as 90m is passed, the clock is stopped at EVERY stoppage until the injury period which has already been indicated.
    The idea of 'added time' is the big problem. Pitch it that every game is 90m with the clock stopped during certain period of inactive play, and as soon as the 90m of accepted play time is passed, the game is over. Removes the psychological thing of 'oh there's 15 mins added time' whereas it's play that should have happened anyway.

      The issue is the rules need to be implemented mostly by Fifa, this sets a standard, your local under 7s girls team isnt going to have a veiwable match clock or stop watchs at the ready... I would love to see a ref in each half of the field but then kids wont afford games because of extra ref fees

    A few things that I think is interesting :-
    1. Gary mentioned that 90% of the injuries are genuine. While we all can debate all we want about how genuine most injuries are, we cannot deny the fact that players do use that time to slow the game down and catch their breath, especially if they are under pressure. We see players often take this opportunity to get some water, talk to their managers etc. So for the fans watching, it is time being wasted. To his point around being punished for being fouled, I can see the logic of his argument, and perhaps a modification to the rule is that if the opposing player is being booked for a yellow and the player needs to get treatment, both the players should leave the pitch for 30 seconds before allowed re-entry to the game. That will ensure that where the offense was serious enough to warrant a booking, both sides will remain to have equal players.
    2. This point is more towards the red card concept as a whole. Correct me if I am wrong, but football/soccer is the only sport where if you get a red card, you get disadvantaged by going one man down and effectively shifts the tactics of the team. Perhaps what should happen that will be entertaining for fans who want to watch a football game as it is and not ruined by having a team go defensive because they are a man down, is to allow the team receiving the red card to replace the player by using one of the substitutes. That way, at all times, you will always have 11 v 11. This happens in most sports, basketball, rugby, hockey etc. where when a player is sent off (or its equivalent), they will be replaced by another player from the bench. Might be a case of fixing what is not broken but food for thought perhaps?
    3. I don't know if it was ever debated here, but I do believe it is time for referees to be mic'ed up for games, so that viewers and fans can listen to the referee's explanations whenever they call for a foul, explain the technicalities to players, and when VAR is being checked. I also believe that if the ref's are mic'ed up, players would not surround the referees and throw their usual dissent and profanities for fear that it will be picked up by the mic and they then receive backlash from social media. I watched a few videos where referee's were mic'ed up during the game and it was actually refreshing to listen to explanations on decisions. Of course this also forces referee to be clear about implementation of the rules and if they are incompetent, the world will see it. I see this as win-win-win for referees, players and fans.

    Agree with Webb. Most other sports have players being taken off the field/pitch as quickly as possible to receive treatment. None of this 2-3 minutes of wasting time whilst the physio applies magic spray cause someone tweaked their toenail. Very rarely is a player actually seriously injured to the point where they cant actually cope with a bit of pain to move to the sidelines for treatment.

    1) Introduce a stop clock.
    2) Show replays of incidents on the big screen.
    3) Mic up the refs, with harsher punishments for dissent if players swear/don’t respect the ref.
    4) Put go pros on refs during live gameplay.

    Problem is that like other seasons these great ideas are only implemented until they affect the big teams and then these big pundits start complaining when they teams ( big 6 ) are affected they will be fizzled out
    It happened last year when the introduced letting play flow . One or two big 6 coaches complained and it was thrown out

      1) you can combat time wasting by giving out yellow cards on a consistent basis instead of adding time
      2) waiting 30 secs after treatment is a punishment for players/teams with genuine injuries, and could be used by opponent players to gain an advantage (i.e. by deliberately injuring another player such that they have to go off and leave their team with 10 men)

    One of the unintended consequences of the 30 seconds rule for injury is that players will try to play through the injury leading to worsening injury crisis.
    Some might even try to play through head injuries.

      There's slim chance a player receives a head injury that no one is able to notice. In the moment, I doubt many players will consider that they'll have to stay off for 30 seconds when there's serious harm done. That's just hyperbole to try and keep the game the same.       When it comes to head injuries - nobody is taking any chances now, as was shown in the Spurs game. Romero didn't want to go off but the Manager wasn't taking any chances - its in the teams interest to take them off.
      As for other injuries, it already happens... but thats the committed players, what about massive amount of time wasters who go to ground like they've just been shot or their leg has been chopped off - hopefully this will kill that

    I do kind of see Gary's point. I haven't heard many fans complaining about a lack of added time. They may complain about players attempting to waste time, but that could be remedied by handing out yellow cards on a consistent basis (including second yellows).

    The only problem I have with trying to hurry games up now is they haven't accounted for player safety. Football is a continuous game. The stoppages during goals, substitutions & others are actually important for players to catch a breath. If you've played the game, you know what I mean. Players aren't robots. I would like to know if they, PFA, FIFPRO were consulted around these changes. If you're trying to get actual 90 mins of playing time, lets experiment with the American sports model of clock stoppage.

    My proposal:
    1. Extra time on the board should be maximum 10 mins (any stoppages, goals celebrations, injuries, subs during added time should not affect the time). e.g., 6 added minutes, if an injury took up from 90+2' to 90+5', play out the extra 3 minutes to 90+9', that means play out the full added minutes with maximum going to 10. What this means that minutes during the 90 (which is then recovered from the added time) is fully compensated through added time.
    2. Added time should be calculated based on the following 10s (for outgoing subs walking off at the nearest point), 30s (for outgoing subs walking across the pitch), 10s-30s (for non-physio injury), 1min-3min (for physio required injury), 10s (goal celebration). e.g., 5-4 game scoreline (+90s) going into 90 mins with 6 subs (5x10s + 30s), a couple injuries here and there (30s + 2min) = 6 - 7mins.

    It's funny, Carragher interviewing Howard Webb about the 'dark arts' of football. Sami Hyypia was a genius of 'dark arts' and Carragher learned all the best tricks off him. I often think how I miss those days. Those two couldn't get away with half of what they got away with back in the day - they were absolute geniuses of it, Hyypia particularly.

    Why can’t they just stop the clock immediately when a foul happens , goal goes in etc? Don’t understand why it’s gotta be so complicated

    For me a lot of these problems with time wasting would be solved by just stopping the clock. If they think the matches would be too long with it going to 90mins, shorten it to 70 or 80 mins. If rugby players can play for 80mins, footballers can.

      This was actually suggested by the higher ups, shorten games to 60 minutes or so and stop the clock, so that time is actually played time, good idea but the thing it doesn't solve is the momentum stopping, when players waste time to either get a free rest or stop the momentum of the game

      @@jamesmoore4910 Arguably worse than that is the seeping in of the american business model of commercials running in betwen breaks in play. A running clock means the game has to be broadcasted for the entirety of the program.

      @@jamesmoore4910Yes but at the moment players can still go down to stop momentum AND to waste time. At least this process would eliminate one of the problems.

    I still think the most efficient way is similar to the rugby and basketball where instead of adding time you stop the official clock and when it runs out it runs out.

    I agree with Howard Webb here. Comes across very well, with fantastic intentions, experience and articulation. I think all the rules have a fair basis and will (eventually, after some controversy and teething issues) benefit the game massively.
    However, all this work (which is positive) should also be brought into effects alongside greater accountability for referees and their decision-making. People do make mistakes, and giving referees the chance to admit that they did make the mistakes they do would help in appeasing fans, and also humanising referees to reduce fan backlash. Lots of accountability for the players and coaches now, but referees should not necessarily be exempt just because they officiate the game. Everyone else’s performance is heavily scrutinised and criticised when necessary, but referees should also be held to account for the decisions they make.

    Fans pay a lot of money to watch football being played, not the ball being off the pitch, or prolonged goal celebrations, substitutions taking two minutes... Stop the clock when the ball is not in play, show the fans and players the accurate time as it is in rugby.

    Im a season ticket holder at ipswich, and two seasons ago we played Oxford, who pretty much time wasted from the 1st minute. And on the 60th minute 6 of their players all went down with cramp...including their goalkeeper! Hardly any football was really played in that game, and they got called boring boring Oxford that day. If we had this rule then, i think there would have been at least 30 minutes of added time on! So I like this rule! We'll see how it pans out...
