The German-speaking announcer in the video introduces the orchestra as the 'Berliner Funk Orchester', with "Funk' (or Rundfunk) meaning 'radio'. The Wikipedia article on the Berlin Radio Symphony Orchester mentions 1923 as the founding year and Bruno Seidler-Winkler as its first chief conductor, from 1926 to 1932.
