It should have long been known to everyone that Legendary Godzilla's beam works like a flamethrower and does not create explosions, but it's okay
The flamethrower breath was due to his breath being weakened and emped during 2014, in 2019 it was stronger but still somewhat of a flamethrower.
In gxk and gvk, his beam was purely concentrated, and because his beam hits at the sub atomic level, he would have just disintegrated shin's body wherever he hit him.
Plot twist! (Minus one was hidden offscreen or something idk 😂)

@@anijuby4685Literally, even in the last two films it still works like a flamethrower on opponents. This can be seen when hitting Kong or Scylla and Tiamat. From the same breath into the hollow earth, you can see that the beam did not produce a single explosion, it only made its way through. It was also visible on Scar, as well as on Shimo. Even his maximum beam with a spiral worked as much as a flamethrower. At some point his beam generally looks like a spraying stream of water
