When you pour concrete for those posts, it's a good idea to drill the pipe 3/4" and insert a 5/8" rebar 16" long through it (maybe two in a cross pattern) then send it in the hole. This acts like an anchor. The wind would have to uproot the whole concrete pour, as a straight, smooth pipe with no base flange can come out eventually.

I do plan to cut them off to fit closer to the panels and I think capping them would be a good idea. Thanks!
