From her hairstyle, I could have thought the blonde in blue in the back is Nurse Chapel, but Majel was taller. But that IS Chekov standing there and watching (and totally out of character in this episode, as he was created to appeal to the younger crowd).
Chekov is in the background, and without his Davy Jones wig, so it's late second or third season. Also, Chekov is not dancing and looks displeased or pre-occupied, perhaps that's a clue?

If it is original to the scene, the music is one of the jams (the last one) between Spock and the space hippies from "the Way to Eden"

It’s interesting that this takes place centuries into the future, yet the dancing styles are clearly from the 1960’s when this series first aired.
Well, we don't really know that those dance styles won't be back in vogue in the 23rd century. I hope that hippies are not.
