WASN'T HARLEM A HISTORICALLY BLACK MAJORITY PLACE ? LOOKS LIKE THERE ARE MORE HISPANICS !

It definitely is but this is around the east side which is called “El Barrio or “Spanish Harlem” which has a large hispanic population
