The 1939 is pretty good at steampunk design as it is. Especially the Emerald City, 1940's Streamline Modernism that contrasts to Dorothy's Turn of the Century Kansas. Not Victorian per se, but it respects when the movie is set in the early 1900's while making Oz advanced and modern in contrast.
This is more of an early 20th century, expressionist sci-fi, decopunk aesthetics, but fits nicelly with the time period between Baum's works and the movie.
There actually is a steampunk version of Oz, sorta. Syfy did a miniseries called Tin Man which comes awfully close to a steampunk reimagining, and Return to Oz, an '80s movie you can find on Disney+, comes close too, although that one's more clockpunk. They're both pretty good shows, I'd recommend them fans of both Oz lore and the steampunk aesthetic.
The sections of Oz can represent different stages of punk . Munchkinland is clockpunk. The forests are steampunk. The Emerald City is dieselpunk. And the Castle of the Wicked Witch is cyberpunk while her flying monkeys and the Winkies are biopunk creations.

I lowkey would like this version of the wizard of oz if it was a real movie, and i was a big fan of some of oz books and different verisons but for the witch i think she could have been a sexy pale white skin lady with glossy dark red lips, lavender eye shawdow, light green eyes and reddish brown hair in this version of the story. becuse how some famale villians characters was sassy and pretty back then in the 80s, 90s and 2000's unitl 2017 then now.

To tell the truth its more like a trend that the AI art creators are following, but the AI is able to do a lot of other art styles. Here in my channel I also made videos with other styles such as, for example, the film "The Fifth Element as a Japanese Film set in a Futuristic Tokyo".
