The breaths are being accepted by the body here so the airway isn’t obstructed. You’d do chest compressions if the body didn’t rise and fall with assisted breathing and after a jaw thrust/checking the seal of your mask.

You check for pulse AND see if the chest is rising and falling. If NEITHER is there, you do CPR with chest compressions and breaths. If they DO have a pulse but aren't breathing, you ONLY do rescue breathing like in the video.

I was taught to start with compressions in case there's an obstruction.
