Basil seeds CAN lower fertility but males are more at risk than females and you'd need to eat them rather than have a bracelet full of them though I don't doubt oils from the seeds would affect you for as long as the characters are stated to wear the bracelets.
The seeds in the scene look more like radish seeds. Basil seeds are much tinier. I wonder if the plot meant that the basil seeds were grounded into powder to make those tiny round pellets? I can't seem to find basil seeds that look like that. Just curious since I'm a gardener. I can't remember if it was from this drama or another, but they put something into a consort's incense burner to cause her infertility.

There were a ton of Chinese superstitions back in the day, some which have persisted to modern times. While the actual science behind some of them (or lack thereof) can be quite skewed with all that we know now, not counting the constant stress of survival people had to contend with while living in the Palace which would obviously impact your health and of course your ability to conceive and raise a child, the fact that they would try things like this still illustrates the ruthlessness of the infighting.
