It is in HD. If you go to the gear on the video and click it you can increase the settings. I have no idea why for some people UA-cam decides they need to suffer and defaults to the lowest setting.
I found an answer: UA-cam automatically will push out 360p even with Auto selected. They showed the data years ago and it's an insanely high number of people (like 70+%) will not click to change to a higher resolution from the 360p. UA-cam constantly will try to test this out on viewers and supposedly learns the viewers habits along with how viewers interact with that specific video/channel's content.
@teacherjohn4396 weird it was UA-cam. I had mine set to highest quality and it was still only giving me 360p even though my internet is like 1gb download.
