Nothing is forcing those who live in poorer - and thus more crime-ridden - communities to resort to engaging in the crime around them, whether they be black, Latino, Native American, or white. So expecting them not to is totally fair game, even if one could potentially argue that those economically challenged communities might only have started being that way in the first place as the result of oppressive policies that occurred historically. Maybe they did, but the fact doesn’t change that members of those communities still have the power of personal responsibility, and so as long as the country does offer them the way to success, that’s all it needs to do. We can’t expect the government to grant success to everyone, just access to the way *to* success
