I don't count Hank Scorpio as a villain , not even as an antagonist, I know he's a parody of Bond villain but that wasn't his role in the episode, his role was to be the kind of boss to Homer that's the exact opposite of Mr. Burns. Fun fact: Hank Scorpio was gonna be the main villain in the Simpsons movie but decided not to because, they didn't want the movie to revolve around a callback character and 2. They felt Hank was too nice to be an actual bad guy
