Stephen criticises the Government for plans to inspect bank accounts

  • Yesterday, 29 November 2023, Parliament debated the Data Protection and Digital Information Bill. The Government proposed two new amendments (New Clause 34 and New Schedule 1) to give it the power to inspect the bank accounts of people claiming social security, such as benefits or the state pension.
    The Government's argument is that this will allow them to reduce fraud and error in the social security system. However, the powers are wide-ranging and do not have clear safeguards. The Government also only admitted that the powers allowed them to inspect the accounts of those who could receive the State Pension (i.e., almost everyone) after being questioned in Parliament.

    Overstepping privacy rights. The accounts are empty. It would be far more advantageous and interesting to have all bank accounts of those in public office made public and open to scrutiny scrutinised

Relatives of the current PM making millions in gov contracts. Sort all this out first, then snoop on ordinary people's bank accounts.       ​@@occamraiserYou should watch the video in full. He says pensions do not depend on anything to do with your bank account, and also the bank accounts can already be accessed where there is suspicion of fraud (after a court order).
      The discussion is about unlimited access to bank accounts of anybody on any benefit.

      And less face it, we don't exactly have the most honourable folks running things.
      We just need to look at Russia to see what happens when the leaders have far too much power over their people.
      Or Nazi Germany. Or any number of other places around the world.
      (Or just watch the Star Wars Prequels).
      Right now, people with professional jobs, who openly criticise our government's policies risk getting blacklisted.

    Well said! The trouble is, there's a worrying amount of the public who support the sadistic quest to stomp on benefit claimants and consider them guilty until proven innocent. I've even seen alarming opinion poles expressing support to give the DWP enforcement powers, like some kind of pseudo-police force.

      It’s not just benefits claimants. As the MP said, they want to pry into those on pensions. We all get a state pension, because we’ve paid national insurance over our working lives. We’ve also been encouraged to pay into occupational pensions. They need to mind their own business.
      People on benefits deserve privacy also. They already have measures in place where they suspect benefit fraud.

      @@jaijai5250 Like it or not, the fact is that the state pension is a benefit. Everyone pays one way or another.
      It disturbs me how many seem to assume that people of working age who rely on social security to get by are scroungers who have never worked, but all pensioners have paid their due (even those whose sole contribution has been to the crime rate).
      Meanwhile around 40% of people on UC are in work.
      Maybe, just maybe, we should be asking why work doesn't pay enough for so many to live without state support?
      BTW, the benefit issued by the DWP with the highest fraud rate was pension credit (a top up intended for poorer pensioners). Not sure if that's still the case

      so true here am i 74yrs old my husband of 81 was buried on 2nd of june this year worked well into his seventies like a trodgen from being fifteen we never asked for help paddled our own boat in al that time we had great challenges as a lot more do he went with his head in his hands many times to work ,did anybody care no he was just fodder for the system soon forgotton so now i feel as though he earned the care that my 41yr old daughter gets financially i look after her unpaid its a labour of love thats all thats left in the end.isnt it. much love god bless

      They have been doing it for over 17yrs in Uxbridge to me. My son is my carer..I live in NHS pension. Boris brought DWP to my home and then decided that despite living below poverty line(under £12,000per yr.) supporting my son and myself. and not pensionable age we pay full council tax,I'm not allowed to get benefits.they are now asking me to pay back council tax for 2012 according to them.they say I owe them ..they have taken over £90out of my account .my son paid the council tax out of his birthday money.Boris Johnson and the conservative government are evil .

      @@doreenhollywood7459 .they classed my pip and nursing pension as 2incomes. When Dash assessed it they stated that I shouldn't be paying anything. Iuse my pip money for getting private treatments .eg massage ,paying for vitamins etc..my pup I believed was for me. My son gets carers allowance for caring for me .we live in my NHS pension which was £630pr mth in 2012..1saw citizens advice bureau who took my paper work and did nothing to help our situation. My councillor for my ward My lallana suggest I begged the mosque to help me financially, he is now the mayor of Uxbridge The other councillor ETA Gohil works for Micheal Gove. Wouldn't help me but sort to use my problems as means to forward her career.told me to go to the local temple for food bank.i refuse to go into the temple as it has a picture of Boris in the entrance to the prayer area . I can't understand why she is the councillor for Uxbridge .Boris evaded every time I asked to see him. I was told he had an important meeting when we arranged to me .he was in the Dominican Republic with is family.
      I feel the prejudices shown to from this government is nothing more then burning money in front of a person in need..in more ways then one Thank you for your comment

    Wow what a powerful introduction to Stephen Timms! This is the first time I am learning about you and you're truly speaking for the people! Thank you so much Stephen. So many of us feel voiceless and have mentally and emotionally checked out from politics. I feel at a loss with everything that has gone on in recent times and to hear someone using their voice to be just and righteous has sparked something in me. There are good people in politics still! Thank you. Please do not stop as there are so many of us that need you to achieve preventing and changing these things as there are politicians who will allow it and many of us who have given up and these types of things just go through unchecked and with ease. It's truly scary.

      Yes I agree. What is good for one class of people should be the same for those whom might deem themselves above the law. In order to combat fraud we must have transparency across the board. I might hazard to guess that a greater temptation of fraudulent behaviour are with those with a greater freedom to defraud the system because of their perceived status. The DWP checks are quite stringent and the amounts are nowhere near as much as those who claim expenses for various reasons in the work of an MP, civil servant, A Lord, various government agencies etc.

      State Pension is, and has been considered a part of State Welfare and indeed a benefit since the last 1940's. While terms like contribution are utilised in DWP parlance, sadly there is no pot that your NI is paid into. In fact NI is essentially just general taxation. To go one step further with the current rate of Old State Pension you'd need to have been earning £40000+ per year, every year for 40 years straight to have 'earnt' the rate of state pension. It is in every way a benefit (or as I prefer, State Welfare). It is something that the state subsidises to ensure that every can live/survive.

      What you fail to address in your statement (which I do agree with, so take this next point badly) is that the conservative party has lost it's backbenchers. In order for these bills to get rushed through is due to the support of the Labour front benches to vote inline with the opposition government.

Whatever happened to our democratic rights? Innocent citizens should not have the state prying into their private affairs without some proof of a crime being committed. I am entitled to claim PIP for a disability I am struggling to live with, which does not mean the state can pry into my finances. We'd all better get used to handling cash again...

    The ability for ministers/departments to review bank accounts already exisits, but... they have to get a court order, so there are appropriate checks by a judge. It should never be automatic. I value my privacy.

    The whole of the present governments stance on people in benefits is absolutely abhorrent.
    The fact that they are going to force those already subjected to the demoralising hurdles to prove they are indeed incapacitated in some way that makes them unable to sustain any meaningful contribution to the workforce into work with threats of being forced into increased destitution through harsh sanctions which may I suggest actually contravenes human rights coupled with the complete overhaul of the benefits system including this total invasion into their bank accounts raises the question if any of this is actually lawful, moral and just!

There will be repercussions in the destruction of innocent peoples lives...they will end up in hospital...more pressure on services that are decimated anyway.     The DWP treats disabled people who claim PIP as criminals, and rigorously uses underhanded filtering techniques to dissuade people from claiming, also making people use Job coaches/managers to put in place sanctions is evil, especially when these job coaches are the lowest standard in the job recruiting industry. Having the DWP snoop around in your accounts, is unfair and disgusting. Its a prelude to having to explain where your money goes to a third party. More nanny state powers to the cruel civil servants.

    I received a notification in my Universal Credit 'to do list' requesting copies of my bank accounts for the last four months, for all my accounts if more than one, and it stated if I failed to provide these my benefit could be stopped or discontinued. There is no way I can afford to have my benefit stopped and I felt forced to comply. I have nothing to hide but that's not the point. This was an invasion of my privacy with menaces.

    Somebodies bank account is private , and should remain so, let’s all have a nice look at what’s in the pockets of parliament? Or is all in trust funds, off shore, tax havens? , perhaps this violation of freedom will finally piss the people off enough to do something about it?

    Given the mess our ‘government’ has made of the Post Office, I can only imagine the inevitable abuses and technical glitches this would lead to. Banking security would become meaningless. Who can be trusted with the power of access to an entire nations private finances???

    My goodness; I was unaware of this until now. It is an absolutely shocking proposal and must be totally resisted. This not the thin end of the wedge. This is very very much thicker. That a government is even attempting this draconian and entirely unnecessary legislative proposal scares me.

    I’m on universal credit because of ill health after working 48 years and my bank account has zero in as most people on benefits. When did we become a state where our rights to privacy has been taking away from us.

    This would allow the government to inspect basically every “poor” person in the land and stitch them up. Interesting that they are not looking at, say MPs, or Bankers, or Oligarchs, or the Royals, or Media Moguls squirrelling money offshore…

    The bank accounts that really need a full scrutiny, are the government employees in the civil service, the politicians, and the so-called health experts. I bet that would be an eye opener.

      and remember the expenses scandal. They never needed receipts for purchases less than £250.... bare in mind that's only a little less than what jobseekers receive in a month! And job seekers are expected to search for jobs 35 hours a week (guess what, even if you applied for every job going you'd be done in a few hours at most!!)

    We should be able to inspect MP's and ministers bank accounts as well to see how much they are getting in fraudulent dealings, backhanders, and income from other sources besides their salaries for being MP's & Ministers! We should be able to see if they are actually paying tax on all these extraneous earnings as well! Perhaps this power should be extended to m/billionaires and tax avoiders too!

    So they propose to be able to inspect the bank accounts of people on benefits. Their list appears to contain "Pensions". I need to point out now, that Pensions are not benefits. Pensions are paid for by people, through taxation, throughout their lives, as mentioned in the speech. Please remember this!

      They were reclassified as benefits by Ian Duncan Smith on 6 April2016 when he introduced the “new” pension and the MIG, forcing everyone who retired before that date to remain on the old Basic Pension and claim pension credit to make up the difference.
      This meant they could count SERPS, graduated Pension and any private pension as “other income”
      The net result is that people on the Basic Pension who thought they would receive these pensions on top of State Pension now get them instead of State pension. The current difference is £47.65 per week.
      The Govt is clawing that back out what was supposed to be people’s additional provision for their retirement years, leaving people without it.
      There are about 9 million pensioners over 70 losing what they paid for in good faith, reducing the Govt pension bill by about £18billion.

    According to our neighbour who works for the D.W.P. there has always been a way of prying into peoples bank accounts - if on
    benefits or not ?. When looking into the ordinary people"s bank accounts it would be certainly easier than the wealthy ,the upper class & a Politician"s right to privacy - so is this new law intended to extend the government powers or to make them simpler ,
    which is odd so close to a G.Election and will Starmer dump the law or embrace - it ?.

    This will also mean they will know everything a person buys or sells through a bank and I have no doubt they will extend this to everyone else, and also remember Cameron said that paying with cash with dishonest. Big Brother really is here.

    MP's should be the first to have their bank accounts examined. My ex local MP Paddy Dripping, sorry Paddy Tipping, used to claim exactly £25000 per year for stationary, without having to provide a single receipt.

    I'm on universal credit,and I received a message telling me,not asking,but telling me to upload pictures of the last 4 bank statements onto my universal credit account,so they can check everything that goes into my account. I only had 1 bank statement. So I contacted my bank and asked for the other 3 statements. They charged me £10 for them. It was my last £10.
