At the end of the day, he was never going to give her what she wanted - marriage, children and security. Devon probably represented all of them to her hence why she kept thinking of him in the bedroom. Casey said Tony's name on the radio however IMO she was already listening to him and his answers to the DJ's and it seemed a good enough time to break up over the radio since Toney was the one who instigated the discussion about their relationship.
