If you were using a submission app and lines out was at 11:30, then any fish submitted between 11:30 and 11:31 would not count. However, in that setting, I would vote to give him the win too 😆
it's just like clocking in for work.. if you're suppose to be at work by 11:30 and you're in at 11:31, then you're late. you're safe if you clock in at 11:30.

In the most recent FLW Costa I was in check in was at 3pm and we were racing to get in, the official told us we had 40 seconds to spare as it doesn’t count as late until clock hits 3:01

this reminds me of golf. on a short hole, par 3, we said closest to hole wins. one guy hit a hole in one. my friend wouldn't pay because he said it wasn't closest because it was touching the hole. big argument. we all paid but him.
Well if the point was to see who could make a skill shot by getting closest without sinking it then he’d be right, but I imagine the spirit of the agreement was whoever had the best shot - not expecting a hole in one. I’d totally give it to him.

Hazy Little Thing IPA, my absolute favorite IPA! You don't see it many places here in Texas but some stores carry it.
You could have tried. Up towards Paradise. There's a lake called lime saddle. Or there's a lake called Paradise Lake. They're both really nice spots.
My take away from all this isn't the derby rules, it's this: If all you advanced/pro anglers with all your top of the line gear and electronics couldn't catch a fish in cold conditions on Lake Oroville, a rank beginner like me with old, used rods and reels, cheap lures and zero electronics has absolutely NO chance of catching anything on Lake Mead, which is a MUCH tougher fishery... so why would I even waste the gas to drive my boat to the lake?
Because that's what we do. Cold or no cold, catch or no catch, we go fishin' with tight lines and fingers crossed. Can't catch 'em from the couch; wouldn't be much fun if we could :)
By the way -- if the cutoff is 11:30, 11:30 and one second is PAST the cutoff, which = DNQ.

Any tourney in the country knows that you have to be there before the clock turns, in this case, 11:30. But some people like to quibble.

Terms and phrasing matter..."No Later Than" rather than by 1130. "By" or "At" leaves an out for those that aren't as detail oriented as us.
