You can get Perfect Emerald from: a) Getting it immediately through luck b) Combining 2 Flawless Emerald c) Combining 3 Normal Emerald d) Extra Chancing Perfect Emerald, which will increase the chances of getting any of the above 2. You gain gold each round, when you have enough gold you can use it to upgrade your tower.
When you switch from extra chancing gems to slates or vice versa, the chance level for the switch is -1. If I had continued chancing Diamond, it would be Diamond (4x). I hope this makes sense.
