Yes they became friends since season 2 and since season 3 when they became roommates they get more closer,Brooke was the only one who didn’t judge Haley when she came back and tried to convince Nathan to forgive Haley,she also prepared all their wedding,she was the first one who knew about Haley pregnancy and supported Haley at that time this why Haley always seemed to be more on Brooke side than on Lucas & Peyton side and why she choose Brooke as a godmother

They were toxic and Hayley and brook were family she’s Jamie’s aunt brook and Hayley is there for brook when she can’t have kids and when she finally gets pregnant when Payton is nowhere to be seen they are my favorites I love them.

Peyton and Nathan were broken up and Peyton DID betray Brooke. As for her not telling Peyton, she was so drunk she couldn't even tell if it actually happened or not
She apologized for saying that about peyton's mom, she was just upset and said something she didn't mean it was horrible and fucked up but it's not the same as having an ongoing affair with your best friends boyfriend behind their back
