You forgot to mention 2 things. 1. You are auto canceling the fair to get some frames back. 2. The combo starts with a running fair, you don't get enough momentum if you fair in place.
my problem is often mistake number 1, I get the combo like 1/2 times and I can't seem to grasp how I can avoid a forward air, happens around 1/4 times with normal rar's to for me, kinda seems like luck at this point as it feels im doing the same input every time

That's why you do a diagonally up input for turning around your jump, instead of just back. It prevents a backdash and keeps your forward momentum going so you reach the opponent.

Because then you'll be making mistake number 3 and dashing back instead of just turning around for the jump.

I think it's easier to set your L button to jump and use the c stick for the bair. You can use A or c stick for the fair (I personally use c stick)
Can one do this without using c-stick and bumper jump?
Sure. I generally use the Y button for this as well as the A button + direction on left stick to input the Bair.
It's really just preference.

So hold on. Is this down with a regular RAR Bair, or attack cancel? With attack cancel I seem to always short hop

when you buffer the dash do you flick the stick or hold it in the direction you want to go?
Either will work, as long as you do the input within the buffer window the dash should come out.

It's true against everyone on the shown % ranges, And we do see it ALL the time at top level
He probably chose Roy because he is median weight and avg sized hurtbox
