Is it made abundantly clear to a hospital porter that this is one of their duties. It's the sort of thing that should be written into their job description in no uncertain terms what it is that is expected of them. Relevant training is equally important as the ladies mentioned in the video.
Situations like this and the like should never occur. There should be detailed information and guidelines. Furthermore, employees should be fully trained in all aspects of their position. This is especially important during off hours. There should also be a contact person available if questions and/or questions arise. This would certainly leave one to question the professionalism of the business.

Surely it's not up to Ambulance Service Paramedics to deposit bodies, complete paperwork, and tag deceased ...That's crazy
Yeah I’m a bit shocked by this to be honest.
I was always under the impression that night duty mortuary attendants were on duty to receive the deceased from the wards and operating theatres.
