Found this on a C(ollege)M(usic)J(ournal) magazine that came with a CD of 20~ bands, etc. The song was Failure, but the artist was listed as Tricky. Took me years to find this because of that!
Apart from the sound effects, I don't think there are any samples in the song - it's original. "Why" backing vocals include a young Dido. I've got the original video of the band trying to create the video by performing publicly at the symbols of the British establishment e.g. Houses of Parliament, Scotland Yard, Buckingham Palace etc. I'll post it under my other account 'mindenalex' shortly.
I actually saw Skinny live at the Norwich Waterfront when they were supporting Faithless, I think it must have been around 1998. The lead singer was using a small handheld megaphone to achieve the voice distortion for this song. Also, Maxi Jazz introduced We Come 1 at the same gig, which must have been well before it's official chart release. Such a great night!

I've only heard this song once in my life and I was a kid in Germany watching MTV and my eye and ears were glued. And I never forgot it.
You have no idea how I have been looking for this song. It didn't help that I remembered it as stranger rather than failure.

For those wondering, apparently the sample is from "I'm Always Chasing Rainbows" by Jerry Vale.

I read somewhere that the band couldn't get the rights for the sample so they recorded it themselves.
lisa-jane mcintosh I agree. Vale's got a similar tone as Bennett, but his cadence doesn't match up with this at all.
